On November 12th. you enquired what was proposed

as to joint working agreement of Canton Kowloon Railway

(see your telegram 192 of that date).

The Agreement as signed reads as follows, Article

"The Junction of the sections of the Railway from

Canton to the boundary of the Kowloon leased territory

under British control and from the said boundary to the

port of Kowloon respectively and the subsequent joint

working of the two sections shall be arranged by agree-

ment between the Viceroy of Canton and the Governor of

Hongkong'.

The Governor of Hongkong suggested this wording:

throughout the negotiations I have been in close commu-

nication with him.
